B. Bills and resolutions that are approved in Committee shall be submitted in the full Council for consideration at the next regular meeting. Scrivener's errors or any other errors shall be changed in Committee; however, no changes shall be made after committee. The legislation shall be presented to the Council in the form as passed by the Committee. Changes may be made by the Council in session after presentation of the legislation. Provided, that all proposed amendments to bills or resolutions that are substantive in nature shall be presented in writing to the Speaker of the Council and distributed to the members of the Tribal Council at least ten (10) days prior to the Council meeting.
