WHERES, the Cherokee Nation since time immemorial has exercised its sovereign rights of self-government in behalf of the Cherokee people;
 
WHERES, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHERES, the Cherokee Nation is desires to utilize the skills and capacity of its citizens as individuals and as communities in the development and provisions of services to its citizens;
 
WHERES, the Cherokee Nation is desirous to provide services and improve these conditions through the volunteer tax preparations in Cherokee communities;
 
WHERES, the U.S. Internal Revenue Service has announced the competition for VITA Grant for tax preparation which requires certain submittals.
 
      BE IT RESOLVED BY THE CHEROKEE NATION, that the submission of a grant application, including any required or relevant submissions, certifications, and the grant approval to request in the amount of $53,971 of VITA Grant funds, the total grant application request is $124,061.  This grant will serve the hard-to-reach Native Americans and Cherokee communities, both urban and non-urban, will increase the capacity to file income tax returns electronically, heighten quality controls, improve significantly the accuracy rate of returns prepared at VITA sites in Cherokee communities, provide two tax preparations training to volunteers, and to attend volunteer tax preparation conference;
 
      BE IT FURTHER RESOLVED BY THE CHEROKEE NATION, that the Cherokee Nation commits $70,090 in matching funds for dollar for dollar match VITA funds, there is no cash match involved, it will be all matched with donated volunteers and personnel salaries, fringe benefits, travel time, equipment, supplies, donated office space  and other sites, and other inkind costs.
