COUNCIL OF THE CHEROKEE NATION
A RESOLUTION APPROVING AND AUTHORIZING THE SUBMISSION OF AMENDMENT
NUMBER ONE TO THE FISCAL YEAR 2006 INDIAN HOUSING PLAN TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the Cherokee Nation since time immemorial has exercised its sovereign power of self- government on behalf of the Cherokee people;
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government-to-government relationship with the United States of America;
WHEREAS, the Native American Housing Assistance and Self-Determination Act of 1996 requires a tribe to adopt a one year plan for each fiscal year's funding;
WHEREAS, the Cherokee Nation approved by Resolution No. 4-06 and submitted its Fiscal Year 2006 Indian Housing Plan to the Department of Housing and Urban Development based on an estimated amount;
WHEREAS, the Cherokee Nation now desires to amend the original plan to include the final amount available;
WHEREAS, all changes to the original plan are attached as "2006 IHP, Amendment Number One".
BE IT RESOLVED BY THE CHEROKEE NATION, that the approved Fiscal Year 2006 Indian Housing Plan is amended in accordance with the attached document titled "2006 IHP, Amendment Number One" and is authorized to be submitted to the United States Department of Housing and Urban Development; and
BE IT FURTHER RESOLVED BY THE CHEROKEE NATION, that should the Department of Housing and Urban Development require changes upon its review of the submitted Plan and the changes do not reflect substantial or material modifications as determined by the Community Development/Tribal Services Committee then the changes, additions, deletions, and/or modifications may be made and returned for further consideration by HUD without further Council action.
CERTIFICATION
The foregoing resolution was adopted by the Council of the Cherokee Nation at a duly called meeting thereof on the 10th day of April, 2006, having 15 members present, constituting a quorum, by a vote of j5 yeas; 0 nays; 0 abstaining.

2006 IHP, Amendment Number One
The following changes are made to the Fiscal Year 2006 Indian Housing Plan, approved by Resolution No. 4-06:
On Page 2, the Actual Grant Amount is filled in as "30,216,767"
On Page 8, Goal 2, Item 2.1 is changed from 10 "building packages" to 30 at an average cost of $50,000 instead of $40,000
On Page 13, the "IHBG" amount is changed from $29,200,000 to $30,216,767; the "Anticipated Program Income" is changed from $300,000 to $283,233; and, the "Total NAHASDA-related Resources" is changed from $29,500,000 to $30,500,000
On Page 14, the "Development (Homeownership), Construction" line item is changed from $500,000 to $1,500,000; "TOTAL RESOURCES" are changed from $29,500,000 to $30,500,000
On Page 35, Item 8.b. Homeownership 1. Construction of new units is changed from "budgeted amount" of $17,500,000, "number of units" of 210, and "number of families" of 230, to $18,500,000 and 230 and 230, respectively
On page 40, Item 4, "Planning and Administration", the wording is changed from "more than 15%" to "less than 15%" and the amount of IHBG money available is changed from $29,500,000 to $30,500,000
No other part of the originally-approved IHP is changed.
