Title
A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO ADMINISTRATIONS FOR CHILDREN AND FAMILIES FOR AN ANA-SEDS GRANT; APPROPRIATING MATCHING FUNDS AND CERTIFYING ADHERENCE TO PUBLIC HEARING REQUIREMENTS
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self government in behalf of the Cherokee people; and
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United Sates of American; and
 
WHEREAS, the Cherokee Nation citizens have needs that may be addressed by the programs eligible for funding under ANA-SEDS; and
 
WHEREAS, Cherokee Nation is desirous of making application for a project: Building Cherokee Communities Together Program; and
 
WHEREAS, this project responds to tribal priorities to benefit tribal citizens; The Cherokee Nation Building Cherokee Communities Together Program is designed to achieve our National Long Range Goal of having 100 strong Cherokee communities that have the capacity of providing services for their community citizens. The ANA-SEDS grant money will provide individualized training to 20 Cherokee community organizations over a three year period that will increase the capacity of these organizations to manage and operate their own social, health, educational and environmental programs and projects. The project goal to build these 20 organizations to a capacity level that will allow them to successfully compete for grants from the Cherokee Nation, private foundations and the federal government.
 
The objectives of the grant are to:
·      By the end of the 12th  month 20 community organizations will have revised, updated or newly designed their organizational/Community Plan , which will be evident by the implementation and distribution of this plan to the local Cherokee community members.
·      By the end of the 24th  month 20 community organizations will have revised, updated or newly designed their Program Management Plan  which will be evident by the adoption of policies and procedures that support each unique Cherokee Community Management Plan
·      By the end of month 30 Cherokee Nation programs that have significant community engagement components will partner with community organizations to deliver social/health/educational services in partnership with Cherokee Community Organizations.

NOW BE IT RESOLVED BY THE CHEROKEE NATION THAT the Council does appropriate the twenty percent match specified in the ANA-SEDS point criteria of $156,000; and
 
BE IT FURTHER RESOLVED BY THE CHEROKEE NATION THAT the requirements for public hearing have been met and comments considered in preparation of the application; and
 
BE IT FURTHER RESOLVED BY THE CHEROKEE NATION THAT the Council does recommend to the Principal Chief that application be made to USDHHS for the ANA-SEDS project specified/
