A RESOLUTION AUTHORIZING THE SUBMISSION OF A RURAL HOUSING AND ECONOMIC DEVELOPMENT GRANT FOR RENOVATION OF THE JOHN A. KETCHER YOUTH SHELTER AND THE ADDITION OF THREE SINGLE RESIDENT OCCUPANCY UNITS
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;

WHEREAS, the Cherokee Nation, in order to continue to proper in perpetuity, must protect its resources, the most valuable of these being its young people, many of whom are at-risk for destructive behaviors;

WHEREAS, Cherokee Nation desires to provide safe housing for young people who have become homeless or destitute, to facilitate the provision of services across a spectrum of existing programs, in order to produce a responsible, self-sufficient adult;

WHEREAS, the John A. Ketcher Youth Shelter requires modernization to meet current standards for energy efficiency and safety;

WHEREAS, the Cherokee Nation, by providing safe housing to at-risk youth, will give them an additional resource needed to become responsible and self-sufficient, and will give them opportunities to learn leadership attributes as well as Cherokee culture;

WHEREAS, the Cherokee Nation agrees to continue to provide appropriate staff for the facility and provide case management services for those who are sheltered therein.

BE IT RESOLVED BY THE CHEROKEE NATION, that the Council hereby authorizes an application for funding be submitted to the U.S. Department of Housing and Urban Development for a Rural Housing and Economic Development grant for the renovation of the John A. Ketcher Youth Shelter and the addition of three Single Resident Occupancy units;
