A RESOLUTION APPROVING AND ADOPTING THE CHEROKEE NATION TRIBAL HAZARD MITIGATION PLAN
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHEREAS, the Cherokee Nation desires to operate under the principles of self-governance, self-determination, and self-reliance;
 
WHEREAS, the Cherokee Nation is vulnerable to a variety of potential disasters, both natural and man-made, which threaten loss of life, property and infrastructure, and have the potential to inflict vast economic loss and personal hardship on the Nation;
 
WHEREAS, hazard mitigation planning will be the most effective instrument to diminish losses by reducing the impact of disasters upon people and property;
 
WHEREAS, Title 44 United States Code provides a mechanism by which the Cherokee Nation may further exercise self-governance by applying for FEMA and other federal grant assistance as either a grantee or sub-grantee for disaster preparedness, response, mitigation and recovery;
 
WHEREAS, a prerequisite of exercising that self-governance is formal adoption of The Cherokee Nation Hazard Mitigation Plan by the Tribal Council;
 
WHEREAS, the Cherokee Nation Hazard Mitigation Plan is hereby incorporated as "Attachment 1";
      
BE IT RESOLVED BY THE CHEROKEE NATION, that the Cherokee Nation Hazard Mitigation Plan is hereby approved and adopted.
