A RESOLUTION CONFIRMING THE APPOINTMENT OF DEBRA PROCTOR AS A COMMISSIONER OF THE CHEROKEE NATION ELECTION COMMISSION
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government on behalf of the Cherokee people; and,
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America; and,
WHEREAS, the Cherokee Nation has exclusive tribal jurisdiction over the Cherokee Nation Reservation, the geographic scope of which is defined in federal and Cherokee Nation law; and,
WHEREAS, the Cherokee Nation Election Commission was created and authorized by Legislative Act 7-97 <https://cherokee.legistar.com/LegislationDetail.aspx?ID=266894&GUID=A3EF9528-FD7C-4F87-BA70-0CC7F4294056&Options=ID|Text|&Search=7-97> and amended by Legislative Act 30-24 <https://cherokee.legistar.com/LegislationDetail.aspx?ID=2563289&GUID=7602A2DC-2C00-4EEC-89D3-2EBDDF6654FD&Options=ID|Text|&Search=12-16>; and,
WHEREAS, Section 11 of said Act authorizes the four (4) previously appointed Commissioners of the Cherokee Nation Election Commission to select a fifth member to be confirmed by the Principal Chief and the Council of the Cherokee Nation; and,
WHEREAS, Debra Proctor has been selected as the fifth member of the Election Commission for a four (4) year term, pursuant to Section 11 of the Cherokee Nation Election Code, to be confirmed by the Principal Chief and the Council of the Cherokee Nation (26 CNCA §11).
BE IT RESOLVED BY THE CHEROKEE NATION, that Debra Proctor is hereby confirmed as a Commissioner of the Cherokee Nation Election Commission, seat five (5), for a term of four (4) years as authorized by 26 CNCA §11, from February 2026 to February 28, 2030.
