A RESOLUTION FOR ADMINISTRATIVE SUPERVISION OF LEGISLATIVE STAFF AND COMMUNICATION WITH OTHER BRANCHES OF GOVERNMENT
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people; and,

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America; and,

WHEREAS, the Constitution of the Cherokee Nation sets forth the office Speaker and Deputy Speaker of the Cherokee Nation Tribal Council; and,

WHEREAS, the Speaker and Deputy Speaker are elected by the Cherokee Nation Tribal Council which consist of seventeen (17) members, with equal duties, powers, and responsibilities; and

WHEREAS, There is a need for communication between the Executive, Judicial, and Legislative branches of Government on matters of intra and extra governmental affairs; and

WHEREAS, the office and Speaker and Deputy Speaker are the most appropriate offices to deal with the operation of the Legislative Branch and be a central point of communication between the Legislative Branch and the other Branches of Government.

NOW, THEREFORE, BE IT RESOLVED by the Cherokee Nation through its Tribal Council, that the Speaker of the Cherokee Nation Tribal Council shall have the authority to exercise administration, supervision, direction and control over all matters concerning the staff of the Tribal Council.

FURTHER BE IT RESOLVED BY THE COUNCIL OF THE CHEROKEE NATION that the Speaker and Deputy Speaker of the Cherokee Nation Tribal Council or their authorized representative shall have full signature authority for the expenditures of the Tribal Council and Legislative Staff. Provided that signature authority will coincide with the accounting procedures set forth by the Cherokee Nation.
