A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROPOSAL TO THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES, ADMINISTRATION FOR NATIVE AMERICANS, FOR A PROGRAM OF ALL-INCLUSIVE CARE FOR THE ELDERLY (PACE) PROJECT
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHEREAS, the Cherokee Nation desires to establish a Program of All-Inclusive Care for the Elderly (PACE) to support the fundamental principle of economic development, social development and governance which are inter-related;
 
WHEREAS, the Cherokee Nation can document pre-existing, planned involvement, and support for the Program of All-Inclusive Care for the Elderly (PACE) which will provide stable jobs for tribal citizens and safeguard the health of our Cherokee elders;
 
WHEREAS, the Administration for Native Americans, Social and Economic Development Strategies (SEDS) program, has project funds available to promote economic and social self-sufficiency through community-based organizations.
 
BE IT RESOLVED BY THE CHEROKEE NATION, that the Tribal Council hereby authorizes a proposal be prepared and submitted to the Administration for Native Americans for a 3-year project to support the establishment of the Program of All-Inclusive Care for the Elderly (PACE); and
 
BE IT FURTHER RESOLVED BY THE CHEROKEE NATION, that matching funds, in the amount of $125,000 per year, shall be appropriated through the annual budget appropriation process, subject to the availability of funds; and
 
BE IT FINALLY RESOLVED BY THE CHEROKEE NATION, that the Principal Chief (or his designee) shall be authorized to conduct contract negotiations and execute all official documents in this regard.
