CALL TO ORDER / INVOCATION / ROLL CALL
Chair Hoskin called the meeting to order at 3:10 p.m. Councilman Keener gave invocation. Roll was called and a quorum was established.
APPROVAL OF MINUTES
Councilman Crittenden made a motion to approve the minutes of the February 27th regular session. Councilman Thornton seconded the motion. Motion carried.
REPORTS:
Executive Director's Report: Dr. Delso provided the committee with the graduate scholarship information that was requested last month. He reported on the Cherokee Nation Higher Education School presentations, the JOM Conference, the Department of Agriculture Distance Learning and Telemedicine Loan and Grant Program. They are currently seeking students who are interested in completing a degree from the prestigious William F. Harrah College of Hotel Administration at the University of Nevada Las Vegas. The classes will be held at the Catoosa facility. They have currently identified five (5) students. He also stated they are making edits to the graduate scholarship program brochure. They will submit a draft for review and additional information will be presented next month. Councilman DeMoss requested Dr. Delso to send the council a copy of the letter that was sent out to the students who received the additional $1000.00 dollars.
Sequovah High School: Gina Stanley reported in the absence of Tony Pivec who is in Washington, DC with a group of Sequoyah students. She invited the Council to take part in the celebration ceremonies scheduled for Tuesday, to honor the boys basketball team for their State Championship. Councilman Crittenden requested to have the boys basketball team to attend the next scheduled council meeting so the Council could honor them for their accomplishments. She announced present enrollment is 218 and looks for it to increase dramatically due to the state championship success.

Shelly Butler-Allen reported on the JOM conference that was held in Tulsa during the week of March 4-6, 2003. She also announced the Cherokee Nation Trail of Tears Awards Program will be held on April 17, 2003 at the Shangrila Resort. The JOM Youth
Leadership Conference has been scheduled for July 13-19, 2003 at the Fountainhead Lodge. She also distributed an information packet on the JOM Program.
Head Start: Verna Thompson was not present to give report.
Chair Hoskin requested Dr. Delso to give a brief explanation of the dollars and waiting list information noted on the handout. Chair Hoskin also requested the total number of students funded for both the PELL and CN Scholarship Program.
Donna Gourd addressed the Council on a Learn and Serve Resolution. This resolution was approved and forwarded to full council at the previous Community Service Committee meeting.
NEW BUSINESS:
Organization of Rural Elementary Schools (ORES): Speedy Chaffin and Dennis Snell addressed the council concerning the efforts of members of the Oklahoma Legislature to consolidate elementary schools. They would like to gamer the Councils support against rural school consolidation should this legislative initiative continue to receive the level of attention it currently enjoys.
Councilman Garvin made a motion to approve a resolution in support of rural schools against rural school consolidation. Councilman Crittenden seconded the motion. Motion carried.
ORES requested to be put on the Five Tribes Education Committee Agenda for the April 11, 2003 meeting in Durant, Oklahoma.
ADJOURNMENT:
Council member Starr-Scott moved for adjournment. Council member Shepherd seconded the motion. Motion carried.
