Title

A RESOLUTION AUTHORIZING THE DEVELOPMENT AND SUBMISSION OF A TRIBAL TEMPORARY ASSISTANCE TO NEEDY FAMILIES (TANF PLAN) TO THE DEPARTMENT OF HEALTH AND HUMAN SERVICES FOR ADMINISTRATION OF A TRIBAL TANF PROGRAM

Body

WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government on behalf of the Cherokee people;

 

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;

 

WHEREAS, the Department of Health and Human Services provides states and tribes with funding to assist needy families with financial and other assistance;

 

WHEREAS, the State of Oklahoma has been administering TANF to eligible Oklahoma citizens, including tribal citizens;

 

WHEREAS, the emphasis of TANF has shifted to assisting needy families obtain gainful employment, leading to self-sufficiency;

 

WHEREAS, Career Services has both the expertise and experience to develop and operate a high quality, successful TANF program;

 

WHEREAS, Career Services has been in conference with both the Department of Health and Human Services and the Muscogee (Creek) Nation, which currently administers Tribal TANF for their tribal citizens within their tribal jurisdiction; and

 

WHEREAS, an agreement as to population and service area for both Muscogee (Creek) Nation and Cherokee Nation has been met.

 

BE IT RESOLVED BY THE CHEROKEE NATION, that the Tribal Council hereby authorizes Career Services to develop and submit a Tribal TANF Plan to the Department of Health and Human Services to administer the Tribal TANF Program.

 

BE IT FURTHER RESOLVED, that the Principal Chief, Bill John Baker, and/or his designee be authorized to sign documents necessary to submit said Plan on behalf of the Cherokee Nation.
