A RESOLUTION AUTHORIZING THE ADDITION OF GRANT FUNDED PROGRAMS TO THE 102-477 PLAN
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
WHEREAS, the Cherokee Nation has operated employment, training, and related programs under a PL 102-477 Plan (477 Plan) since 2002;
WHEREAS, combining programs in a 477 Plan has simplified planning, budgeting, and reporting, which reduces administrative costs;
WHEREAS, the 477 Plan allows more effective and efficient service provision to clients and reduces their time and energy in applying for services;
WHEREAS, combining programs in the 477 Plan allows for additional services and activities to be provided as needed, which increases the success of clients;
WHEREAS, Career Services currently administers four grant funded programs and is preparing to administer Tribal Temporary Aid for Needy Families, all of which may be included in the 477 Plan;
WHEREAS, all identified programs have the overall goal of unsubsidized employment and self-sufficiency for individuals served.
BE IT RESOLVED BY THE CHEROKEE NATION; that the following programs may be added to the PL 102-477 Plan:
1. The Native American Career and Technical Education Program (NACTEP) funded by the Department of Education;
2. The Disability Employment Initiative Program (DEI) funded by the Department of Labor;
3. The Trade and Economic Transition Dislocated Worker Program (TET) funded by the Department of Labor;
4. The National Health Emergency Disaster Recovery National Dislocated Worker Grant to Address the Opioid Crisis Program (NHE Opioid) funded by the Department of Labor; and
5. The Tribal Temporary Aid to Needy Families Program (TTANF) funded by the Department of Health and Human Services.
