ACT RELATING TO THE NAMING OF THE J.W. SAM - GADUSI BUILDING IN CATOOSA

BE IT ENACTED BY THE CHEROKEE NATION:

 

Section 1.                     Title and Codification

 

                     This act shall be known as “The J.W. Sam - Gadusi (ᎦᏚᏏ) Building Naming Act of 2021.”

 

Section 2.                     Purpose

                     

The purpose of this Act is to designate the Cherokee Nation property located at 701 W. Rollins Street, Catoosa, OK, as “The J.W. Sam-Gadusi (ᎦᏚᏏ) Building.”

 

Section 3.                     Legislative History

 

                     LA-18-11, Title 61 C.N.C.A. § 1, et seq., Building and Facility Naming Act of 2011

 

 

Section 5.                     Substantive Provisions

 

1.                     The Buidling and Facility Naming Act of 2011, Title 61 C.N.C.A. § 1, et seq., requires that the names of Cheorkee Nation buildings may only be designated or redesignated by Act of the Council of Cherokee Nation.

2.                     In honor of J.W. Sam’s legacy in the City of Catoosa and maintaining the building’s original name of J.W. Sam, this Act pays tribute to J.W. Sam’s lifelong commitment to education and longstanding history of the building in the City of Catoosa.  Furthermore, the building shall also carry the Cherokee word for “Catoosa,” translated as “Gadusi” (ᎦᏚᏏ).

 

Section 6.                     Provisions as cumulative

 

                     The provisions of this act shall be cumulative to existing law.

 

Section 7.                     Severability

 

                     The provisions of this act are severable and if any part of provision hereof shall be held void the decision of the court so holding shall not affect or impair any of the remaining parts or provisions of this act.

 

 

Section 8.                     Effective Date

 

                     The provisions of this act shall become effective thirty (30) days from and after the date of its passage and approval.

 

Section  9.                     Self-Help Contributions

 

                     To the extent that this Act involves programs or services to citizens of the Nation or others, self-help contributions shall be required, unless specifically prohibited by the funding agency, or a waiver is granted due to physical or mental incapacity of the participant to contribute.
