A RESOLUTION IN SUPPORT OF THE PROSPECTIVE NOMINATION OF CHEROKEE NATION CITIZEN KEITH HARPER TO THE UNITED STATES 10TH CIRCUIT COURT OF APPEALS
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHEREAS, Robert H. Henry, chief judge of the Denver-based 10th U.S. Circuit Court of Appeals has resigned his post. A President Clinton appointee, Henry served the 10th Circuit for nearly 16 years and served 23 months as chief judge.  Judge Henry's resignation is effective June 30th creating a vacancy for President Obama;
 
WHEREAS, President Obama's prospective nomination of Keith Harper, a Cherokee Nation citizen, to the  United States 10th Circuit Court of Appeals would make him the first  American Indian to serve as a federal appeals court judge and
 
WHEREAS, Keith Harper is true to Cherokee attributes; he has dedicated more than a decade leading a legal team standing up for tribal citizens against the unwelcome intrusion  of the federal government, holding the government accountable when it has harmed Indians; fighting against long odds for what is right;
 
BE IT RESOLVED BY THE CHEROKEE NATION, that it firmly supports the prospective nomination of Keith Harper to the United States 10th Circuit Court of Appeals.
