WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;

WHEREAS, Cherokee Nation desires to improve the quality of elementary and secondary education for Cherokee students;

WHEREAS, The Cherokee Nation can document pre-existing collaborations with schools, communities, post-secondary institutions, and other entities to improve the quality of elementary and secondary education at the local levels and help all children meet challenging state academic content and student academic achievement standards;

WHEREAS, the Cherokee Nation does commit to providing $125,000 to cash or in-kind services for fiscal year 2011 for the development of a strategic plan to improve the educational and developmental outcomes of children in our most distressed communities;

WHEREAS, the purpose of the Department of Education’s Office of Innovation and Improvement is to support nationally significant programs to improve the quality of elementary and secondary education at the state and local levels;

WHEREAS, the Office of Innovation and Improvement has grant funds to support planning activities that will build a complete continuum of cradle-through-college-to-career academic programs to improve significantly the educational and developmental outcomes of children in our most distressed communities.

BE IT RESOLVED BY THE CHEROKEE NATION, that the Tribal Council hereby authorizes the Education Department to submit a proposal to the Department of Education for planning funds up to the amount of $500,000 to build a complete continuum of academic programs to improve the educational and d...
