O-si-yo. Harley is the Tribal Council Representative for the Cherokee Nation representing District 10.

Harley has been married to Cynthia for forty-nine years and has two children, Darren and Haley and has five grandchildren and two great-grandchildren .

Both, Harley and Cynthia graduated from Haskell Indian Institute in Lawrence, Kansas. After graduating they moved to Germany where Harley served in the Military. Upon completing military service, they returned to Oklahoma and purchased his Grandfather's allotted Indian land where they reside today.

Harley worked on his farm before working for the Cherokee Nation for twenty-four years. After retirement, he was elected to the Cherokee Nation Tribal Council in 2007-2011.

During his time working for Cherokee Nation he was involved in many Tribal organizations such as Oklahoma Tribal Advisory Board, Oklahoma Transportation Council, Oklahoma Inter-Tribal Association, American Public Works Authority, Cherokee Nation Industries Advisory Board, National Inter-Tribal Association, Oklahoma Indian Affairs Commission Advisory Board, Oklahoma Tribal Transportation Council, Advisory Board for Tribal Technical Program, Transportation Tribal Advisory Board appointed by Governor Brad Henry, Cherokee Nation Business Board advisory board member and is currently serving as board member for the Eucha Fire Department. He also served ten years as a board member for Jay Public Schools.

Harley is three-fourths Cherokee and was elected in 2013 to the Cherokee Nation Tribal Council, representing District 10.

Throughout his adult life, Harley has consistently remained rooted in the Cherokee belief of ga-du-gi and enjoys helping people with their needs.
