Clifton Hughes was born in Siloam Springs, Arkansas, and spent the majority of his life in the Colcord and Kansas, Oklahoma, areas, where he graduated from Colcord Public School.

Following graduation, Clifton attended the Bill Willis Skill Center, where he received equipment operator training. That training took him into the field in the Bull Hollow area, where he participated in clearing tribal land.

After completing his training, Clifton entered the construction industry, contributing to the first phase of the Grand River Dam Authority (GRDA) power plant near Chouteau. He eventually found his long-term career with the Oklahoma Turnpike Authority, where he dedicated 33 years to road maintenance.

Throughout his career, Clifton remained involved in his community, always looking for opportunities to help those around him. He has been a consistent advocate and resource for tribal citizens whenever possible.

Clifton and Fay have three children - Nena, Nathan, and Tyler - and are the grandparents of six grandchildren: Kaiden, Cole, Laikyn, River, Landry-Bo, and Zeke.
