A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE ADMINISTRATION FOR NATIVE AMERICANS (ANA) FOR A SOCIAL AND ECONOMIC DEVELOPMENT STRATEGIES (SEDS) GRANT APPLICATION FOR AN ENTREPRENEUR AND JOB DEVELOPMENT TRAINING CENTER
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHEREAS, Cherokee Nation has a responsibility to promote the well being of tribal citizens and it has identified a population of tribal citizens and the community of Tahlequah, Oklahoma whose needs could be met more appropriately for economic development and job creation through the business opportunity and use of assets to do so;
 
WHEREAS, the Cherokee Nation seeks to apply to ANA's SEDS program for financing to create an entrepreneur and job development training center targeting entrepreneurs, which would both be low and moderate income Cherokees to receive services and strengthen communities;
 
WHEREAS, the Cherokee Nation has administered economic development and microenterprise businesses for many years and has extensive experience in providing these needed services to Cherokee Nation citizens.
 
BE IT RESOLVED BY THE CHEROKEE NATION, that the Cherokee Nation Tribal Council approves and supports the project for the entire project period and agrees to provide a 20% match of total project costs in the amount of $97,785.50 $123,789.00 in the form of in-kind contributions for an application to ANA's SEDS Program to create an entrepreneur and job development training center with the community of Tahlequah;
 
BE IT RESOLVED BY THE CHEROKEE NATION, that it certifies that the Cherokee Nation has met the requirements of ANA's Funding Opportunity Announcement and Administrative and National Policy Requirements; and,
 
BE IT RESOLVED BY THE CHEROKEE NATION, the Tribal Council further certifies that under the separation of powers in Cherokee tribal government, the Principal Chief has the authority to make application, negotiate and administer the programs of the Cherokee Nation through grants, contracts or other forms of commitment; and the signature of the Principal Chief, or his two designees Lacey Horn, Treasurer and Chuck Hoskin, Sr., Chief of Staff, constitute a commitment by the Cherokee Nation.
