WHEREAS, the Cherokee Nation ("Nation") since time immemorial has exercised the sovereign rights of self-government on behalf of the Cherokee people;
WHEREAS, the Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
WHEREAS, the Nation has exclusive tribal jurisdiction over the Cherokee Nation Reservation, the geographic scope of which is defined in federal and Cherokee Nation law.
WHEREAS, Cherokee Nation owns certain real property located at 693 W Cherokee Jay, Oklahoma 74346, and more specifically described as follows:
A tract of land located in part of the SE SE SW of Section 36, Township 23 North, Range 23 East, Delaware County Oklahoma, more particularly described as follows:

Beginning at the SE corner of the SE SE SW, thence North 608.00 feet; thence West 358.75; thence South 608.00 feet; thence East 30.00 feet; thence North 200.00 feet; thence East 219.75 feet; thence South 200.00 feet; thence East 109.00 feet to the point of beginning, less the South 300.00 feet thereof, taken for Cherokee Avenue on the Town of Jay, Oklahoma.

And Lots 1 thru 18 Block 59 in the Creekmore Addition to the Town of Jay, Oklahoma.

And

Lots 1 thru 18 Block 60 in the Creekmore Addition to the Town of Jay, Oklahoma.

WHEREAS, Cherokee Nation has made funds available to support community wellness infrastructure that can include public recreation, community centers, housing and adjacent assets to support health and safety under the Housing, Jobs and Sustainable Communities Act (HJSCA) and the Public Health and Wellness Fund Act (PHWFA);

WHEREAS, HJSCA and PHWFA authorized the Principal Chief to administer funds authorized and appropriated under those Acts for the purposes and policies of those Acts;
