A RESOLUTION CERTIFYING COMPLIANCE WITH 24 CFR 1003.604 CITIZEN PARTICIPATION

Body

WHEREAS, Cherokee Nation since time immemorial has exercised the sovereign rights of self-government on behalf of the Cherokee people;

WHEREAS, Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;

WHEREAS, Cherokee Nation is desirous of participation in the Indian Community Development Block Grant (ICDBG) program for FY 2019 and FY 2020 through submission of an application for a project benefiting the Cherokee Nation Head Start Facility in Pryor, OK;

WHEREAS, HUD has set out requirements for citizen participation as a prerequisite to application contained within 24 CFR 1003.604;

WHEREAS, Cherokee Nation is continuously seeking and responding to citizen questions and comments through ongoing processes of the Tribe in order to better serve its citizenry and has specifically held public meetings to afford residents an opportunity to examine the application contents, submit comments, and an opportunity to review and comment on Cherokee Nation’s performance under all active community development block grants

WHEREAS, Cherokee Nation has developed, published, and posted a community develpoment statement notifying residents of these public meetings;

WHEREAS, Cherokee Nation has met the specific requirements of HUD as set out through public hearings, response to comments, and requests made by respondents;

BE IT RESOLVED BY THE CHEROKEE NATION, that the Tribal Council hereby certifies that it has met the requirement of HUD set out in 24 CFR Ch. IX (04/01/2003 Edition) 1003.604 Citizen Participation for the FY 2019 and FY 2020 ICDBG grant application
