A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR AN INDIAN COMMUNITY DEVELOPMENT BLOCK GRANT (ICDBG) APPLICATION FOR THE NOWATA FOOD DISTRIBUTION/ELDERLY NUTRITION BUILDING
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;
 
WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;
 
WHEREAS, the Cherokee Nation has a responsibility to promote the well-being of its citizens;
 
WHEREAS, the Cherokee Nation covers an expansive geographic area extending over fourteen (14) counties in Northeast Oklahoma;
 
WHEREAS, much of the Cherokee population is organized into rural communities that are distinct and unique;
 
WHEREAS, HUD through the ICDBG program has available competitive monies for community facilities that would allow low and moderate income Cherokees to receive services and strengthen communities;
 
WHEREAS, a match of twenty-five percent (25%) of the total cost of the project as leverage is necessary to garner the points set out in the NOFA under "Leveraging Resources";
 
WHEREAS, the Cherokee Nation has administered a food distribution service and senior nutrition program for many years and has extensive experience in providing these needed services to Cherokee Nation citizens.  
 
BE IT RESOLVED BY THE CHEROKEE NATION, that the Cherokee Nation Council authorizes the office of the Principal Chief and/or his authorized delegate(s) to negotiate all necessary applications/contracts with HUD for funding for the Nowata Food/Senior Nutrition Center, and the Tribe will authorize the required match.
