A RESOLUTION AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION FOR THE 2013 CTAS-COORDINATED TRIBAL ASSISTANCE SOLICITATION
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people;

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America;

WHEREAS, the United States Department of Justice statistics provides that Native Americans suffer higher rates of crime victimization than any other minority group and nearly half of all Native American women (46 percent) have experienced rape, physical violence, or stalking by an intimate partner; one in three Indian women will, at some point in her life, experience the violence and trauma of rape and in some Native Communities, Native American women are murdered at a rate more than 10 times the national average; and,

WHEREAS, the Cherokee Nation has an established Marshal’s Service for law enforcement to serve the citizens of the Cherokee Nation; and,

WHEREAS, the Cherokee Nation has recently created the Charles L. Head One Fire Victims Task Force; and,

WHEREAS, it is in the best interest of tribal youth to have services to benefit them and address any issues or challenges that CTAS funding can provide; and,

WHEREAS, the 2013 Coordinated Tribal Assistance Solicitation (CTAS) provides funding for law enforcement needs (Purpose Area #1); strategic planning (Purpose Area #2) for the future;
various purpose areas to address victimization issues for tribal victims (Purpose Areas #5 and 7), and funding for tribal youth programs (Purpose Areas #8 and #9); and, therefore,

BE IT RESOLVED BY THE CHEROKEE NATION, that the Cherokee Nation is authorized to submit a formal application for CTAS Purpose Areas including but not limited to #1, #2, #5, #7, #8 and #9 for the 2013 CTAS Grant Solicitation and that Principal Chief...
