A RESOLUTION HONORING RETIRING DRUG DOG "RUNA" AND AUTHORIZING CHEROKEE NATION MARSHAL SERVICE TO RETIRE THE DOG WITH THE DOG'S HANDLER
Body
WHEREAS, the Cherokee Nation since time immemorial has exercised the sovereign rights of self-government in behalf of the Cherokee people; and,

WHEREAS, the Cherokee Nation is a federally recognized Indian Nation with a historic and continual government to government relationship with the United States of America; and,

WHEREAS, the Cherokee Nation Marshal Service has a seven year old Dutch Shepherd, named Runa, trained in narcotics detection, tracking criminal apprehension and handler protection and has been instrumental in numerous felony and misdemeanor narcotics cases with many being requests from other law enforcement agencies for narcotics detection team, as well as several criminal apprehensions and Runa has been responsible for the seizure of illegal narcotics, weapons, cash, and vehicles used in the illegal possession and transportation of narcotics; and,

WHEREAS, Runa has developed some health issues and is now time for him to retire from active service; and

WHEREAS, Marshal Brian Catcher, a 17 year law enforcement veteran, has been with the Cherokee Nation Marshal’s Service since 2005 and became a canine handler when Runa was obtained by the Marshal’s service. Marshal Catcher and Runa trained together for 3 months in Joplin, Missouri, obtained the Oklahoma Council of Law Enforcement Education and Training certification for narcotics detection teams and continued certification training throughout the past six years and worked together as a team on many cases. Marshal Catcher and his family have become very attached to Runa and Marshal Catcher is willing to accept full responsibility for the medical and daily needs that Runa will require without any further liability to the Cherokee Nation; and therefore,
